Grama Sabha

The Grama Sabha is a fundamental institution of participatory local governance. It consists of all persons whose names are included in the electoral roll of a particular ward of the Grama Panchayat. The Grama Sabha provides an important platform for people to directly communicate their needs, opinions and suggestions to the local self-government institution and to ensure public participation in the development activities of the Panchayat.

Major Objectives of the Grama Sabha

• To discuss the basic needs and development issues of the people in the ward.
• To ensure public participation in identifying and planning development activities of the ward.
• To inform the public about various development and welfare schemes implemented by the Panchayat.
• To assist in identifying beneficiaries and determining priorities under various schemes.
• To provide information to the public regarding the activities, projects and expenditure of the Panchayat.
• To review the progress and quality of completed development projects.
• To discuss local issues relating to public health, sanitation, drinking water, waste management, roads and other essential services.
• To consider the needs of beneficiaries of social security schemes, pensions and various welfare programmes.
• To facilitate finding solutions to local public issues through people's participation.

Major Responsibilities of the Grama Sabha

The Grama Sabha discusses the development needs of the ward, various Government and Local Self-Government schemes, beneficiary selection, progress of development activities, social welfare, public sanitation and other matters concerning the local community.

Citizens participating in the Grama Sabha have the opportunity to raise issues affecting their locality, submit suggestions regarding development activities and seek information regarding the functioning of the Panchayat.

Importance of the Grama Sabha

The Grama Sabha plays an important role in strengthening democracy and decentralised governance. Through direct participation of the people, it helps to make the development activities of the Panchayat more transparent, accountable and people-oriented.

The Sholayoor Grama Panchayat conducts Grama Sabhas with the active participation of the people, with the objective of promoting “People's Participation – Transparency – Accountability – Development.”

Ward Sabha

The Ward Sabha is a platform for ensuring people's participation in matters relating to a particular ward of a local self-government institution. It provides an opportunity for people to discuss local development needs and issues and to submit suggestions for improving development activities and public services.

Major Functions of the Ward Sabha

• To discuss the needs and local issues of the people in the ward.
• To identify development requirements and suggest priorities for the ward.
• To create awareness among people about development and welfare schemes.
• To ensure public participation in the process of identifying beneficiaries of various schemes.
• To review the progress of development activities implemented in the ward.
• To discuss local issues relating to sanitation, waste management, drinking water, health, roads and other public services.
• To facilitate the inclusion of public opinions and suggestions in the activities of the local self-government institution.

People's Participation

Grama Sabha/Ward Sabha plays an important role in strengthening people's participation in democratic governance. Active participation of citizens helps in identifying local needs, prioritising development activities and implementing programmes more effectively.

Sholayoor Grama Panchayat

Grama Sabhas are conducted in each ward of Sholayoor Grama Panchayat in accordance with the applicable legal provisions. All eligible voters of the respective ward are encouraged to actively participate in the Grama Sabha and present their development needs, public issues, suggestions and opinions.

Participation in the Grama Sabha is an important right and responsibility of the people. It provides an effective platform for incorporating public opinions and suggestions into the development activities of the Panchayat and for ensuring a transparent and participatory system of local governance.
